Dear AFSCME
Leader:

As I am sure you
are aware the Governor has released his Fiscal year 2013 Budget which will begin
July 1, 2012.

The Governor's
budget seeks a reduction in funding to some items, while level funding others.
We are still analyzing the individual line items to determine the specific
impact of proposal.  The Governor has also included funding for contracts
as part of the Fiscal Year 2013 proposal to address outstanding obligations of
the administration.

While many areas
are facing reductions, the Governor has proposed NO change in the employee
contribution for the GIC, the state health insurance
plan. In addition, the annual re-enrollment process that was introduced last
year has been reversed and will return to automatic renewal unless you seek to
change plans.

Also, there are
several outside sections that will be monitoring as we move through the process.
One in particular is the consolidation of the Community College structure under
one board.

In addition, we
have been notified of the administrations proposal to close Taunton State
Hospital by the end of this year. Closure of the facility would have a dramatic
impact on how Mental Health services are provided to the residents of the
Commonwealth and negatively impact the staff at the facility. We are still in
the beginning stages of analyzing the details and gathering information
and we will continue to keep you informed.

It is important to remember that this is a
proposal and it is the first step in creating the Fiscal Year 2013 budget. The
House and the Senate will present their appropriations pieces in April and May,
respectively. We will be working to maintain the
current healthcare proposal and minimize cuts to essential services provided by
our members. We may be asking for the assistance of you and your members in the
near future as we proceed over the coming months. Thank you in advance and as
always please feel free to contact us should you have any questions.

Sincerely,

R.I.P M.R. COAKLEY. Doctors believe he suffered a Massive Heart Attack while en route to the Faulkner. He may have dialed 911 on his way after calling Faulkner to say he wasnt feeling well. He was found slumped over steering wheel with his seatbelt on and responding BPD Officer shattered window to pull him out of car and begin to attempt to revive him and await for BFD and Ambulance where he was worked on extensively but without bringing him back. Everyone did everything to try and revive him. Billy Carroll Bob Milisi and Chuckie Mattar and I were with his family at the Faulkner and said goodbye to Mike this afternoon. As expected they are in total disbelief and will need our Depts assistance monetarily and spiritually. Funeral Arrangements will probably take place more than likely midweek and as soon as it is confirmed I will repost. Lets all give what we can to help his family with funeral costs and make our presence felt when the time comes and Give Mike the proper sendoff he and they deserve. Rest in Peace MR COAKLEY. Thank you for your friendship.

Dear AFSCME Sisters and Brothers,

There’s been a lot in the news lately about the cost and danger of private prisons,
and we wanted to make sure that you knew about it.

Earlier this month, AFSCME published a new report on how private prison operators
grease the wheels of government to get their lucrative contracts: “Making a
Killing: How Prison Corporations are Profiting from Campaign Contributions and
Putting Taxpayers at Risk.” Our report also found that corner cutting has nasty
results, and “private prisons routinely experience more inmate escapes and higher
rates of violence due to chronically lax security and poorly trained, minimally paid
staff.”

Then, last week, the New York Times published an article raising additional
questions about the rationale for private prisons. The Times report indicates that
it actually costs taxpayers more to let private prison corporations run state
correctional facilities than it does to operate them using public service workers.

Where are the savings that are supposed to justify turning prisons over to
for-profit operators? They don’t exist!

Read more about AFSCME’s report here . Also, learn more about prison privatization
here .

The time has come to end this failed social experiment and provide public correction
departments with the resources they need to run secure state prisons.

In solidarity,
